TOEFL Speaking Task 2: Campus Announcement
In this task, you will first read a short text about a change or decision made by a university. It could be about a new policy, a canceled program, or a service being added or removed. The text gives two reasons to support this decision. Then, you will listen to a student reacting to this announcement. Most of the time, the student disagrees with the decision and explains why, giving two reasons. These reasons usually respond directly to the points made in the reading.

What Do You Need to Do for TOEFL Speaking Task 2?
In TOEFL Speaking Task 2, your main task is to summarize the student’s opinion and explain the reasons they give for agreeing or disagreeing with the university’s decision. You should focus on what the student says and how they respond to the points made in the reading. It’s important to show why the student disagrees or agrees, using the reasons they provide.
You don’t need to repeat the reading too much. Instead, focus on how the student challenges or supports the points in the reading with their reasons. Your response should be organized clearly, with each reason explained and linked to the reading. Keep it focused on what the student is saying, and make sure your response is easy to follow.
What Happens During TOEFL Speaking Task 2?
- You get 45-50 seconds to read the text.
- You listen to a conversation between two students (around 1 minute).
- You have 30 seconds to prepare your answer.
- You have 60 seconds to speak.
How to organize your response for Task 2?
- Summarize the announcement or reading. Start by briefly summarizing the decision or policy discussed in the reading. Include the two key reasons the university gives to support the decision.Example: “The university plans to increase parking fees to reduce traffic on campus. They argue that this will encourage students to use public transport and free up parking for faculty.”
- State the student’s opinion clearly. After summarizing the reading, state the student’s opinion—usually a disagreement with the decision. Be clear about what the student disagrees with. Example: “The student disagrees with the decision, believing it will have negative effects on students who depend on their cars.”
- Explain the first reason the student gives and link it to the reading. Next, explain the first reason the student provides for disagreeing. Link this reason to the university’s original points from the reading.Example: “The student argues that raising parking fees will unfairly affect students who have jobs off-campus and cannot rely on public transport.”
- Explain the second reason the student gives and link it to the reading. Then, explain the second reason for the student’s disagreement, again linking it to the university’s original reasoning.Example: “She also points out that public transportation options are unreliable, making driving the only viable option for many students.”
